Collingwood Basketball League
General Information and Rules
1.0 Description
- The C league is a recreational men’s basketball program played at Pretty River Academy in Collingwood Ontario.
- Games will consist of 5 on 5 full court games.
2.0 Rosters and Subs
- A team consists of 5 players on the court at all times.
- Team rosters will contain a maximum of 8 players.
- A team must pick up enough players from another roster in order to field a 5 player team.
- If a player from the team’s roster is late, the replacement player can only play on the team until the late player arrives.
- If a player is injured during the game and the team only has 4 players after the injury, they may pick up a player to replace the injured player. When a team picks up a player, his stats do not get recorded for the replaced player, only fouls, which continue on as if the replacement player was the original player (i.e. he maintains the fouls of the player he replaced).
- A team can not replace a player that has fouled out, even if they have less than 5 players. This includes a replacement player for an injury, whomt has 6 accumulated fouls.
- The league will monitor teams and players attendance and lateness to ensure there are no problems.
3.0 Game Time
- All games will be played at Pretty River Academy.
- Each team will play 1 game per week at either 6:30 pm or 7:45 pm (Tuesday Nights)
- Players should arrive 10 minutes prior to the scheduled start time of their game to warm up
- Games will consist of 2 – 30 minute halves and a 5 minute half time.
- The clock will run for the duration of the first half and the first 28 minutes of the second half. The last 2 minutes of the second half are stop time, unless the spread is greater than 15..
- Game 1 - Teams arrive 6:20 and 6:30, 6:30 game begins, First Half 6:30-7:00 (Straight Time), Half Time 7:00 to 7:05, Second Half 7:05 to 7:35 (Last 2 minutes of the second half are stop time, see e)
- Game 2 – Teams arrive at 7:35-7:45, 7:45 game begins, First half 7:45 to 8:15, Second Half 8:20 to 8:50 (last 2 minutes of second half are stop time, see e)
4.0 Dispute Resolution
- The majority of the game is to be self-officiated. Players are expected to know the rules and make their own calls during the game.
- Each game will be overseen by 1 referee.
FOULS
- The offensive or defensive player involved in the play will call all fouls.
- A foul is considered to be impeding the progress of your opponent during the play of the game and can occur by either an offensive or defensive player.
- If a player is fouled in the act of shooting and the players scores on the shot, 1 free throw will be awarded.
- If a player is fouled in the act of shooting and the player does not score on the shot, 2 free throws will be awarded, unless the foul occurs behind the 3 point arc. Then 3 free throws will be awarded.
- If a player is not fouled in the act of shooting the team fouled will receive possession of the ball out of bounds closest to the infraction.
- Personal fouls and team fouls will be recorded.
- A player is only allowed 6 personal fouls per game. After their 6th foul the player will not be allowed to play again. Includes a replacement player as per rule 2.e.
- After the 7th team foul per half the opposing team will shoot 1 and 1 bonus.
- After the 10th team foul per half the opposing team will shoot double bonus.
- During a free throw the players lined up may enter the key after the ball is released by the shooter. The free throw shooter must wait until the ball touches the rim. If the ball does not touch the rim during a free throw the defensive team gets the ball out of bounds on the baseline.
VIOLATIONS
- The offensive and defensive player committing the violation will indicate to all after they have committed a violation. The opposing team will be awarded possession of the ball out of bounds at the closest possible location to the violation.
- The offensive player will call themselves for any travelling or double-dribble violation.
- Once a player has crossed the half court line with both feet and the ball they may not return to the backcourt or pass to the backcourt.
- Players may not intentionally make contact with the ball with their foot or leg below the knee.
- The referee will make all calls during the last 2 minutes of the second half.
- The referee will indicate if a successful 3 is made.
- If the referee does not see a 3 pointer and both teams agree that it was a 3, then 3 points should be awarded.
5.0 Shot Clock
- A team will have 24 seconds to attempt a shot.
- A shot attempt will consist of the ball touching the rim.
- If a team has not attempted a shot within 24 seconds the defensive team will be awarded the ball on their baseline.
- The shot clock will be reset to 24 second on a change of possession, a made basket, a shot attempt (i.e. ball touches rim) or at the beginning of a half.
- If the shot clock is less than 9 seconds during either a kick ball violation by the defense or a defensive foul, the shot clock will be reset to 10 seconds.
6.0 Sportsmanship
- Each player must sign a sportsmanship waiver form.
- Any player or team may file a complaint (by email) to the league regarding another team or player.
- If the league receives a complaint the board will determine any potential actions.
7.0 Player Expectations
- All players must wear some type of court shoe. A player is not allowed to wear street shoes, socks or bare feet.
- Each player will be given a reversible jersey at the start of the season. All players must wear their reversal (black and white) jersey.
- Jewelry is NOT to be worn by any participant during a game.
- Wristbands are NOT to be worn by any participant during a game.
- All players wearing knee braces that contain plastic, metal, blots/screws must have a cover.
- Foul language, trash talk, or any other offensive actions or words will NOT BE TOLERATED and will be followed up in accordance with the Sportsmanship Guidelines.
- If during your game you are having issues with your opponent it is expected that you discuss this matter with your opponent. If the issue persists teams are encouraged to discuss the concerns with their captains and finally with the referee. If you feel the issue has not been resolved upon completion of the game we ask that you please report the issue (by email) to the C league organizers by the next day. All sportsmanship issues will be reviewed by the C League sportsmanship committee.
- EACH PLAYER IS REQUIRED TO COMPLETE 2 VOLUNTEER SCORE/STAT ASSIGNMENTS PER SEMESTER. This allows the league to keep league fees as low as possible, while also allowing the league members to gain a respect and appreciation for keeping track of the game and stats the way you would wish them to be kept for you.
8.0 Waiver Form
- All C league participants are expected to sign a waiver form before participating in an C league game. The waiver form outlines C-league liability and sportsmanship guidelines. Any participant playing without a signed Waiver Form may be asked to leave.
9.0 Weather
- The C league does not cancel any games due to inclement weather.
10.0 Technical Fouls and Suspensions
- If a player accumulates 2 T’s in one game they will be ejected from the game.
- If a player accumulates 3 T’s they will be suspended for the following game. The player will be allowed to continue playing in the game, but must serve their suspended game during the next weeks game.
- If a player accumulates 5 T’s they will be suspended for the following 2 games. Player may finish game as per (b) above but must serve suspension in the following games.
- If a player accumulates more than 5 T’s the league will consider suspending the player for the remainder of the season.
11.0 Start and Re-Starting of Play
- The game will begin with a jump ball at center court administered by the referee.
- When a ball goes out of bounds it will be inbounded from the point it left.
- The offensive team must check the ball with the defensive team.
- In the back court the hurry up thrown in method will be used.
- Teams will have 5 seconds to inbound the ball. Holding the ball for longer than 5 seconds will result in delay of game and a change of possession.
12.0 Schedules and Standings
- Each team will play 14 games per season including 2 playoff games.
- Standings will be determined by your team’s wins, losses and ties. Wins will be 2 points, ties will be 1 point and losses will be 0 points.
- If 2 teams are tied at the end of the season, the order of decision goes to record “head to head”, then points for/against "head to head".
13.0 Playoffs
- Second Place Team plays Third Place Team in Game 1.
- First Place Team plays Fourth Place Team in Game 2.
- Second Week of Playoffs Consolation is Game 1 and Finals are Game 2.
14.0 Draft
- Each player will vote for team captains on sign up night. The players with the highest # of votes will be captains.
- Captains will select their team a draft.
- Before each season a draft will occur.
- Snake method.
- The winning team captain will pick last in the next draft. The losing team captain will pick first.
- The league will determine selection method if captains change between seasons.
15.0 Equipment
- At the beginning of the game captains will choose a ball. If they cannot decide on a ball then the referee will decide.
- Change rooms/showers are available for use.
16.0 General Play
- 2 points for each score
- 3 points from behind the arc
- 1 point per free throw
- Teams are expected to move the ball from their backcourt to the offensive zone in 10 seconds. A delay of game will result in a change of possession.
- The standard ‘3 in the key’ rule will apply. Both feet must leave the key before the 3 second count is reset.
- Teams and players are not to abuse the absence of this rule. If a player or team is abusing the absence of the rule opposing team captains should notify the referee and the league. The league will identify offending teams and players to all, in order to make sure the abuse of the rule does not continue.
- Substitutes will only be allowed during dead ball situations.
- Two 30 second time outs will be allowed for each team during the game.
- A player may request a time out when the ball is in their control, at the disposal of another player on his/her team or when the ball is dead.
- Dunking is permitted, but any hanging on the rim, or taunting is not. A technical foul should be assessed by the referee is this occurs on a dunk.
17.0 Game Expectations
- Prior to the start of the game captains are encouraged to meet to discuss any issues, along with the referee.
- Only captains or the assigned captains for that game, will communicate issues during the game.
- Players are expected to discuss any issues with the opposing captain, before addressing a concern with the referee.
